Either of the first two behaviors is OK, the third would be a bug, unless I'm mistaken.

Is there GSM codec support for pals server. I can set sipc to use GSM asOnly the UA's need to agree on the codec. There should be no problem if
the default codec to save bandwidth. GSM codec suppose to use the same
bandwidth as iLBC, but iLBC may be better with big packet loss (10%).
SIPC uses GSM as its default codec. But please test it with the edial
bridge to make sure it does not cause a problem there.
But the edial bridge need to support GSM codec for conference mixing. Does
it support that? I will try it.
