I just downloaded the windows exe file listed below by
1) right clicking on the link and selecting "save link target as"
2) saving the exe file to a temp directory
3) double clicking on the sipc icon in this directory
4) wait 10 seconds after clicking for something to happen.
5) during that 10 seconds period a sipc.exe application is
running per task manager.
6) finally a dialog box appears with the error listed below.
7) there isn't a dbg file because the application never extracts.

Instead of
PUBLISH sip:hp.com SIP/2.0
it should be:
PUBLISH
sip:
SIP/2.0
I just tested this using the Linux sipc executable downloaded from the
link that you posted.
