See attached registry file. It can update the Windows registry so the SIP
url is handled by 'sipc'. (In sipc's setup, it's automatically done by
using the options in InstallShield. This has been tested in IE. For
Netscape (not tested on Mozilla), we may need to use data url, see
http://www.cs.columbia.edu/~hgs/html/data.html
(Note: dataurl not works on IE)
