We've had mixed results with the license key.  Sometimes it doesn't prompt at 
all, others it requires a key to be put in.  I didn't have the prompt on the 
machine that I was using for the how-to instructions.  I believe that Xiaotao 
could put a key in the setup.exe and the .tar file so that we wouldn't 
require having everyone to enter it in.

The link for "View the SIPC User's Manual" is missing the ~ before xiaotaow .

When I start sipc it pops up a window asking me to "Please input your license 
key" but I don't see the key in the instructions.
