Xiaotao,

It looks like sipc for Linux has a hard-coded path in it.  I untarred
everything into ~/tmp/sipc.linux/, cd'd there, added it to my path,
and ran sipc.  

It fails with the console reading:

Error sourcing 
/n/grandcentral/proj/irt-gc2/irt/xiaotaow/proj/irt/sipcl/sipc.tcl: couldn't 
execute "domainname": no such file or directory
