Some of this is E-Glop space (RFC 3138). Basically, the idea is to take
GLOP space corresponding to private ASNs and assign to networks that need
static mcast blocks but have no ASN, or need more more addresses than they
have ASNs.
Not sure if this scheme was ever used, though.
