IOS bug. Looks like upgrading to 21ST3 causes problems for iBGP sessions
that are configured for peer groups. ATLA was upgraded on Friday and it
looks like all the internal MBGP sessions were wiped from the config.
I couldn't add them into a peer group at all, so I deconfigured the peer
group and add them individually.

All looks well now.
