Transport protocols and bulk file transfer

Hi all,

I promised to get some cost numbers to the group for a
Phoebus service.  These are very rough, but hopefully
give us an idea.

1G Phoebus (all 9 POPs)

$40K non-recurring
$20K annual recurring

10G Phoebus is a little more murky as it may require
purchasing of new cards for the Cienas (it may not,
as this service could conceptually just "buy" 10G
service from DCN, but those cost models are not
complete.)  So, the upper bound for bearing all the
non-recurring costs looks more like 40K/POP or
$360K.
