Transport protocols and bulk file transfer

All,

I have added links to relevant work (VFER and Phoebus/LSL), linked the 
minutes from the meeting, and changed the chairs from Stas & Injong to 
Steve & Chet.

I am looking for a copy of Steven's final API for me to post and issue a 
'last call'. Any additional links people would like me to make should be 
forwarded to me before Thursday; I'll be on vacation next week.

I have also requested that Steve and Chet be co-owners (with Eric Boyd 
and me) of the transport-atAT-internet2.edu mailing list; this should be 
changed soon.
