This special issue of Computer Networks seems to
be a good venue given that it is a special issue
so that the time to publication is short and it is
an ok networking journal that most in the field
knows about (so easy to access). Only other thing
I can think of is ACM CCR. We might want to bounce
this paper to that to see if this is the type of
papers they can take. But I have no idea about the
time to get back the reviews.
