Transport protocols and bulk file transfer

A new version of the design space survey document is now available at
http://www.internet2.edu/~shalunov/transport/transport-design-space-06.pdf

This is now linked off http://www.internet2.edu/~shalunov/transport/
(along with other things).  This URL establishes some transport group
web presence.


The new version of the design space document incorporates most of the
changes I was supposed to make.  Please take a look.

Highlights:

* First draft text for the Conclusions section.

* Several new requirements listed (mainly as a result of discussions
  with Guy and previous resolutions not reflected in the document).

* Future work at the end.

* The document now has some authors listed.

* New section: Single vs multiple streams

* ``Status of this Document'' note.

* Added Lisong's description of TCP Westwood.

* Addressed Bartek's comments about XCP (I hope).

* Minor title change to better reflect the presence of material other
  than section 2.
