* Steven S. keeps working on the API document
* All to look at the requirements section of the document to
ensure it captures the intent of the group.
* Stanislav to initiate an email discussion in re NeTS.
* Steve to include several items to the API based on
group consensus.
* Larry and Steve will start a discussion on the list about
how long a packet can remain in the queue before flushing
should occur.
* Steve to contact the authors of the SCTP RFC to see if new
schemes of partially reliable transport (other than
time-budget-based) are being developed.
* All: keep eyes open for relevant funding opportunities.

Action Items Overview
AI5: Steven reported that he didn't have sufficient time to contact
the authors. He thinks that what he'd like to get into the protocol
for his purposes might be incompatible with other needs. Time in
queue is the only form of 'partial reliability' that's been fleshed
out right now. The draft RFC suggests that there may be others but
the time in queue is the only thing that is fully described.
AI3: adding items to the API -- does Steven know what that refers to?
Yes, he has notes on group consensus and, when he has time he'll add
them.
AI1: Review of documents -- no one on call has had time to review;
will keep this on the list until next time.
AI2: NeTS Solicitation -- several people Stanislav has spoken with are
unable to participate because of other proposals that had already
begun (including Martin Swany and Steven Low); current list would
include Steven Senger, Injong, Larry, and Lisong. Stanislav asked for
suggestions from the group on who else should be considered for the
proposal? (No response.) Steven asked what area the proposal would
fit into -- Stanislav reviewed the proposal; Larry felt that the group
did not have critical mass to get the proposal written and, since the
suggestion did not meet with unqualified approval, it might not be
worth the effort. Stanislav felt that, even though the group would
have a slim chance of being funded, it might yet be worth the effort.
He suggested getting together with Steven, Lisong, and Injong
off-line. (1)
Lisong agreed to write a description of TCP Westwood for the design
document (via email). (2)
Stanislav asked Steven if he felt comfortable discussing the UI and
API; Steven said he was not yet ready to discuss that during the call.
ACTION ITEMS FROM THIS CALL:
1. ACTION ITEM: Stanislav, Steven, Lisong, and Injong to get together
offline to discuss the NeTS proposal. Work on the proposal must
happen before the next call. Stanislav will setup a call.
2. ACTION ITEM: Lisong to submit a draft description of TCP Westwood
to the group for review.
3. ACTION ITEM: (continued from last call) All to look at the
requirements section of the document to ensure it captures the
intent of the group.
4. ACTION ITEM: (continued from last call) Steve to include several
