Transport protocols and bulk file transfer

A new version of the design space document draft is available from

It has the following updates:

* Typo fixes and wording improvements;

* Note slower convergence of delay accounting vs XCP;

* Discussion of TCP-compatibility and TCP-friendliness in different
  senses in section 6 (Lisong Xu's point);

* Cite sizing router buffers work and discuss its impact briefly
  (Larry Dunn's suggestion);

* Fill in request compression section;

* Move proof of 1/p property to an appendix (Larry D.'s suggestion);

* Add table of contents.

Remaining obvious work:

* Citation(s) for SABUL's congestion control (can anyone point me to
  relevant work?  Yunhong?).

* A section on API design decisions.  Note that this is different from
  the API specification (which Steven S. agreed to edit), which would
  specify whatever API we find desirable in the end.

* Conclusions section describing our views on the desirable overall
  design.
