Transport protocols and bulk file transfer

After our discussion on Friday, I started working on the following
document that describes the design space for a bulk transport tool:

The document is not at all cooked, but I'm posting it now so that
mistakes can be corrected early.

Comments on the draft would be most welcome.  I would also like to
discuss it on Friday.
