Despite the FCC's reaffirmation that universities and libraries would have to pick up the tab for implementing CALEA, the preliminary results from the appeals court are positive. "A federal appeals court suggested on Friday that government regulations levying extensive Internet wiretapping requirements on universities and libraries may go too far."
