SIP in higher education

The service provider that I mentioned is:

They seem to have claimed NPA 747 even though it is assigned to
California.  Free accounts; PSTN numbers are $3-4/month; prepaid PSTN
access - $0.03/minute for NA.  Looks interesting.  I think they are
running SER and Asterisk.

Free PSTN numbers in the western Washington NPA.  I signed up for one
but they don't seem to do DNS SRV so they aren't SIP.edu compliant -
shame in them!
