When I go in as an authenticated user, I see a "Reopen Issue" button at
the top. Perhaps it's a privileged operation and not exposed to regular
users, I don't know. Someone with admin perms to Jira would have to
investigate.

I looked at the new comment for the issue below and responded already. 
In short, it's not a problem.
