Yeah, there is something like this today.  You can load in multiple 
configuration files.  The real problem is that the schemas don't make 
everything optional so, for example, in the relying-party.xml file you'd 
have to define a metadata provider in each file you wanted to load.  In 
most cases that isn't what you'd want to do.

So, yeah, I agree that this should be possible and I'll make sure we can 
do it in v3.
