The relationship between those extensions and the
ServiceName/ServiceDescription elements is among the more problematic issues
around the draft. I'm sympathetic to the concerns about them, but the model
of differentiated service levels was predicated on the name and description
varying by AttributeConsumingServiceIndex, so we have to work something out,
or lose that capability and deprecate the original elements.

I think where we're probably headed is to say that discovery functions and
perhaps login UI would be driven off the new extension, but that UI related
to attribute handling would favor the original elements.
