Since the example you're pointing to has an import statement with a
namespace attribute, one would conclude you changed something
indiscriminately, but that's an uninformed guess.

What does your schema's import statement look like?

But the wording in the docs is wrong, it should read "To login if you are
associated with an institution which IS NOT a participant in the InCommon
Federation or other affiliated federation..."
