The problems is that for SLES 10 the APR and APR-utils headers are
installed in different directories. Compiling mod_shib20/22 requires
both ARP and ARP-utils headers but only

apr-1-config --includedir = /usr/include

is added to the include path. Adding

apu-1-config --includedir = /usr/include/apr-1

to the include path too should fix the problem.

On SLES 11/openSUSE 11.x both APR and APR-utils headers are installed
in /usr/include/apr-1.
