He didn't mean post here.  He meant that the problem likely has nothing 
to do with Shibboleth so you need to be contacting either you firewall 
people, the Apache list, or the Tomcat list depending on which step is 
causing the slow down.  There isn't any way we can diagnose that for 
you, it's something you have to do.
