Shibboleth Developers

Hi,I am new in Shibboleth.I need to work on Shibboleth for Proof of Concept.
i have some Issue regarding communication between my SP and WAYF.
My Configuration are as follows
1. Service Provider on machine 1
   OS: Windows Xp
   SP: 2.x
  Web server: IIS 5.x
2.Identity Provider on machine 2
  OS: Windows Xp
  Idp: 1.3
   Web server:Tomcat 5.5

 both my Sp and Idp are on different machine.when i access
http://localhost/shibboleth.sso/status from machine1. then its working fine
with status OK.when i accesshttp://localhost:8080/shibboleth-idp/SSO its
working fine and showing page with shibboleth logo.
my problem are :
1. When i accesse link http://localhost/secure/header.asp from my service
provider
then its not redirecting to my WAYF, its only showing the all attributes
define in my header.asp file(header.asp in the secure folder)
and i have also done
 <Host name="localhost">
               <Path name="secure" authType="shibboleth"
requireSession="true"/>
 </Host>
