There will be a TestShib Two available to the public soon.  The missing pieces at this point are mostly in the writing and configuration, so if you're familiar with the process, you can give https://sp.two.testshib.org/ a try after registering your provider at https://two.testshib.org/ and downloading the SP's metadata from http://two.testshib.org/metadata/testshib-providers.xml.  The TestShib IdP is broken right now due to a couple issues.
