I've been told that it's a bad idea to get too concerned about parent topics
in a Wiki.

What matters more is where they're linked from, and yes it makes sense to
provide a front-end to the topics. But reorganizing all the time just to
change parents is a way to spend a lot of time without actually changing
anything.
I think this is one of the things people tend to have trouble with if they
think very hierarchically. I'm guilty of it myself, but I'm trying to resist
the urge.
