I think it was there for future use as a way to support reuse of rules by
pointing to them, but I don't know that the actual schema would support that
at this point.
If it's typed as xsd:ID in the schema, then all it is is a unique ID for the
element. What it's used for is quite separate and potentially can be used
for multiple purposes.
