The English language page for the plugin appears to have been renamed to
drop the trailing .html suffix. Drilling down from the top I get to

I have changed the hyperlink in the document.

The correct page has a table that shows versions and Eclipse releases. V3 is
correct for 3.0.x, while V31beta is for 3.1.

Note: Eclipse 3.1 should be final sometime next week.
