there's a number of players in these MSE scenario's, with different 
trust relationships. There's the generic problem (every entity a member 
of different admin domains), and that's a hard problem. If the authn 
committee could identify specific situations that are subsets of the 
generic use case, that they think are likely initial deploy scenarios, 
then perhaps that would give us a starting point.
