Hi,

I just updated CVS and Shib wouldn't build anymore. I had been using
a modified xml-sec 1.0.0 for a while and it had been working just fine
until today. Apparantly XENCEncryptionMethod.hpp was added in 1.1.0.
Unfortunately the configure script still let me get away with building
against 1.0.0, so "make" blew out rather than the configure script
blowing out.

We should make sure to fix this at some point.
