I finally had a chance to update this profile draft. The TC probably won't
take it up for a while, but it should be stable enough for some development
work and should hopefully be taken up before we have to ship 1.3.

Most of the detail bits (namespaces, URIs, etc.) won't be settled until the
TC discusses them, so any implementation ahead of that will just be to get
working code in cvs.
