I grok it. Though you already noted, correctly IMHO, that the cookie writing
piece probably isn't super-applicable to Shib in most scenarios. I don't
think we expect IdPs to be constantly routing the user back through the WAYF
to update the cookie. But if we did it, that's probably what it'd look like.
