I've updated the target files:

The only Shib change is I copied in the latest docs and the Fedora-inspired
Apache fix, seems ok to me so far.
The SAML changes include some bug fixes plus the donated code which isn't
really used by Shib.
Barring further bug discoveries, or any crash breakthroughs, this is
tentatively final for me...
