I think this matters a lot less than what people are making it out to be.
If your institution requires support, then the only Red Hat product you can
get is the Enterprise line. The fees are not for the software itself, but
instead for the support. It is still GPLed, so you can copy it all you
want, or download the source and compile it yourself. What is now "Red Hat"
is turning into "Fedora". It is still being worked on by Red Hat engineers,
but it is also open to community development, so the model is going to be
closer to debian. They want to set up a meritocracy, so only those people
that are demonstrably capable can add anything to the project, and then the
contributor still work within the goals of the project. So I don't see this
as a very large change - it seems like Red Hat is just cutting their retail
distribution channel because it wasn't very profitable. But the
relationship between Fedora and Red Hat Enterprise Linux is the same as Red
Hat Linux and Red Hat Enterprise Linux....both are/were testbeds for the
enterprise product.
