Dunno if this is a bug or a feature, or if it's fixable, or if it's just
me, but the shib components all seem to log with UNIX time values:

1048279782 INFO shibtarget.ShibINI refresh: reading
/opt/shibboleth/etc/shibboleth/shibboleth.ini

Would seem more normal to use local time string values like other things
do. I poked thru the log4cpp docs but couldn't find anything obvious
about whether this can be configured.
