After some changes by Barbara and myself 2 different options for Handle 
repository seems to be working now.  One can chose between in-memory or SQL 
for keeping handles around.

As you might expect the in-memory handles are only good as the current 
context in tomcat is around.  Restarting tomcat would destroy all handles. 
Also HS needs to run first (before AA) once tomcat starts.

SQL does not have these limitations.
