FYI,

I'm going to start installing new components on the development server
on port 80/443 on shib1, so it won't function as an alpha test server at
that point.

I have the Java part of the SHIRE coded and am ready to test it. I can
modify my own test program to submit an HTTP form to it until a newer HS
is ready.

The alpha2 SHIRE will be able to download and verify a signed origin
site registry from either a local file or a central web server, if we
want to avoid the problem of distributing updates entirely. There's some
loss of control with that, but there are some advantages for sites
too...
