Shibboleth Developers

I've placed  a file called LICENSE on shib1, in /usr/local/shib

it contains a paragraph of absolute gibberish (because  the partners 
haven't brought the licensing discussion to closure), followed by 
the I2 recommended license terms

this should be included in ALL of  the  tarballs  we create.......
