So, I think we're about done? I moved the mod_shibb changes over to
dilbert2 and the Brown proxy is successfully authorizing based on
affiliation, so I guess that covers it.

I have tarfiles here:

This has no license or disclaimer file yet, and the wayf map and
template may need updating, but people can just download freshened
copies of those any time.

Note that we probably want a simple WAYF with no graphics for this
release, because I don't think we can handle embedded links with what
we're doing right now. The beta will have the WAYF entirely separate as
a CGI type thing, so it won't be a problem to make it pretty.
