The session will include a panel of community leaders who have participated in the policymaking process, either as members of and advocates for the R&E community or as government officials receiving and acting on public input:
- Sarah Bleau (Broadband Program Specialist, BroadbandUSA, National Telecommunications and Information Administration)
- Steve Corbato (Executive Director, Link Oregon)
- Greg Jackson (former Vice President for Policy, EDUCAUSE)
- Jack Seuss (Vice President of Information Technology and CIO, University of Maryland, Baltimore County)
The focus of this discussion is on how technology policy and internet governance decisions directly affect the R&E community, which once had a larger say in such debates. The loudest voices now trend toward large companies, equipment vendors, and content providers, each having substantial numbers of lobbyists and a financial interest in the outcome. Operators of R&E networks and academic researchers have not been as active in recent years, and their voices are becoming eclipsed by more powerful, for-profit entities. This has shifted the balance of power toward organizations whose interests may differ from those of the R&E community.
