(I'm moving this message to perfsonar user support list)

Unfortunately such upgrade path is not supported. The package download fails due to unsupported underlying operating system that we do not provide packages for.

So the only way to go forward for the latest 5.1 version of perfSONAR is to reinstall the operating system to the latest supported version https://docs.perfsonar.net/install_debian.html and then install the perfSONAR bundle.
