I'm happy to report most of a resolution to this issue.

I'll share my debug steps.

I felt pretty good that the Testpoint nodes were setup correct (I was wrong and I'll get to that).
The Archive host had more moving parts, so I thought the issue would likely be there.

Since the process is quite automatic now, (thanks Mark F!), I quickly built a 3x3 grid on campus systems with direct internet access. Everything just came up as I expected!  The archive showed traffic.  (however I do think there remains a bug somewhere, as the RTT grid never shows the host names or grid)

Pretty much confirmed that the Testpoints weren't talking to the Archive host.  WHY???

Being lazy, on the home net, I would just use the simple hostname for all the systems and in json files.  The nodes on campus all had full valid FQDN names.  Fixed up the json file, swapped out hostnames for FQDNs and insured the Testpoints had full FQDNs for their hostnames.

Restarted everything and green squares glowed from the Grafana dashboards.  (though the RTT quadrant doesn't show at home either)

Previously built Testpoint and Archive hosts continue to work without issue.
