I have removed the /etc/pscheduler/limits.conf file and reinstalled all pscheduler rpms and it does not give me a new limits.conf file.

The limit configuration is installed by the testpoint bundle and isn’t just a regular file managed by the package manager.

Downloading the current version from GitHub as Luke described is probably the fastest way to get a fresh one.  There’s no need to reboot; the system will pick up any change in the limit configuration within 15 seconds of it being made.
