Yes, there is.  You can either let it do a traceroute to the host where your browser is and then enter a new target in the box provided or you can force it directly by putting a target in the URL.

 

For example:  http://toolkit-host-name/toolkit/gui/reverse_traceroute.cgi? function=traceroute

&target=www.perfsonar.net
