I am interested to use the PerfSonar tool.

How can I install this tool on an AWS VM/EC2 instance?

Is there a link to download the tool along with userguide ?

Everything you need is on our web site:  https://www.perfsonar.net.  Start with the Deployment tab on the left side of the page.  We don’t offer a canned image for AWS, but the CentOS install procedure (http://docs.perfsonar.net/install_centos.html) should work just fine on the CentOS 7 AMI.

You may also be interested in this talk, which covers some of the pitfalls of doing measurement inside cloud providers:  https://www.youtube.com/watch?v=EMFCQB2qtc8

Hope that helps.
