Apache authentification.

That is the correct script to run, it should add an entry to 
/etc/perfsonar/toolkit/psadmin.htpasswd

Can you check this file exist and contains the user you created?

Related Apache configuration is contained in 
/etc/httpd/conf.d/apache-toolkit_web_gui.conf
