By default the pscheduler agent ignores the archives entry in psconfig file. So in order to tell the agent on measurement hosts to use archives you must run:

# psconfig remote add --configure-archives "http://172.16.128.8/psconfig/two_hosts_local.json"

BTW In fact if you deployed two instances of Toolkit for your tests you don't need a separate psconfig template file and you can just use Toolkit GUI to configure and view your tests. That would be much easier.
