The connection has timed out

The server at 202.13.200.217 is taking too long to respond.

[root@utk-alice07 park]# pscheduler troubleshoot

  Looking for pScheduler... OK.

pScheduler appears to be functioning normally.

This says that the system is, at least from its own perspective, configured and working correctly.

Problems with being unable to access a functioning perfSONAR system are often caused by access lists on switches or routers.  Start by making sure you can ping the system from where you’re trying to access it.  If that fails, you’ll need to work with your network administrators to find out why not.  (I’m unable to reach it from here, but that doesn’t mean much of anything.)
