Having just installed 4.1.2 I was seeing this very same issue - thanks for the
thread.
I see the default /etc/pscheduler/limits.conf is not quite the same as the
/etc/perfsonar/toolkit/default_service_configs/pscheduler_limits.conf file.
The former contains the 'r-and-e' elements mentioned.
All works fine when I replace the former with the latter.
