All the upgrades have been a clean install with an .iso, mostly NetInstall. Today's upgrade was with FullInstall. The FullInstall build gave the specific ps-migrate-restore.sh error.

I used the provided ps-migrate scripts before and after to preserve the existing historical test data.

Does this imply that you did an in-place upgrade of CentOS 6 to CentOS 7?
Everything I've heard so far about that process is that it can be messy and
unreliable, especially when there are non-core repos in use like EPEL and, of
course perfSONAR. That's one of the reasons we recommend carrying a backup
across a fresh installation.
