You may not be able to access the host based on the network you’re on. However, If I go to that link below, I get: 

Resource Not found.

One thought, are you using username/password or IP whitelisting in the Esmond instance? One subtle change with 4.0 was that sometimes the submitter of the test results is the other side, so if you have a test A<-B originated from A, it will actually be B that submits the results, not A like in 3.5 and earlier. I'm not sure that error message is related to this case, but it's something to look into.

If you could show me what the contents of that URL have, it may help too. Or if you unfirewall the host I can poke around myself.

The relevant log here should be /var/log/pscheduler/pscheduler.log, may be more information in there.

Could you provide a non localhost version of the pScheduler link? It's hard for me to guess at ideas since unfortunately it's a bit of a vague error message. Just the hostname is probably enough.

The status pane on the WebUI reveals that Esmond is running as expected. And there are no errors in the Esmond log. Of note, the local host link I provided you with was what was appearing in the logs.
